Answer = 24

Even though the volume of the larger cube (600cm3) is 25 times larger than the volume of the smaller cube (24cm3), packing restrictions mean that it is not possible to completely fill the larger cube.

A base layer of 15 cubes 2cm across, 4cm deep and 3cm high will fill the bottom of the larger cube. To fit more in, the small cubes need to be rotated so that they lie 2cm high, 4cm deep and 3cm across. In this configuration, a second layer of 9 cubes can be fitted inside the larger cube
